Although the term is overused in popular culture to describe elaborate or detailed garments that involve a lot of hand sewing, technically there less than a dozen designers in the world who can call themselves couturiers!
According to a Wall Street Journal article from 2007, the French Ministry of Industry has been protecting the term "haute couture" with the help of the Chambre Syndicale de la Haute Couture since 1868! The stringent rules include stipulations that all garments are sewn by hand, with employees who are French, in French ateliers. With all these rules, it's no wonder that a single haute couture gown can cost around $50,000!

Fashion Crush: Tiers of Joy
I'm not normally a fan of frilly dresses, since they tend to look more cutesy than polished. However, this layered Sonia Rykiel dress immediately caught my eye upon its arrival at Teen Vogue because it so cleverly skirts the line between flirty and sophisticated. The shape and pleated silk material are simple and uncomplicated, but the fanciful layers and color-blocking adds a playful and immediate impact.
